    Did the police stop the car?

    A few facts about the case:

    (1) There are bullet holes on the front windscreen -> shots were fired from the front of the car -> the policemen were pursuing from behind the car -> how'd they get in a position to be firing shots from the front of the car?

    (2) The car was being revved after the shots were fired and while the policemen were trying to drag the driver (shot twice) and passenger (shot once in the neck) out of the car -> The car was in park (or neutral)

    In all probability, the car had already stopped when the shots were fired. Another unnecessary shooting by gun-toting lunatics.
