Ordinarily, what you say is true, I agree (stocks going up on good news) but it ISN'T the case at the moment in my opinion.
I know of 2 companies that have done placements in the last 5 months to overseas INSTITUTIONAL investors who - in BOTH instances - where happy to pay a PREMIUM to get "in". Yet both stocks have drifted lower on small volumes (just like DRG volumes are low) in subsequent months. Have a look at CKA and HCH. These are good examples of what ails the market at present, IMO.
As I said though this is just my opinion but it can no more be proven than what you say, this I readily ackowledge.
