Of course its all speculation until the announcement, however my gut instinct is telling me it is not a capital raising of sorts. It would be quite odd for months and months of negotiations to end up with an ordinary cap raising of less than 4 cents.

Thus, I am thinking more along the lines of a joint venture arrangement or govt funding - Canada?

Let's hope we can all be pleasantly surprised for once.
