I think the main issue is that everyone would like to derisk their investment in LYC and part of this derisking process is the TOL being issued. The other benefit of derisking is that it will bring new investors into the marketplace looking to purchase the shares including certain funds whose mandate doesn't allow them to purchase non-producing assets. Both of these will provide demand on the share price and hopefully reduce the supply of the free-float as the shares are taken up by long term holders. This demand/supply differential should lead to higher prices.
