    imv it is BHP and PHPA behind this all the way,

    :- trying to reduce their own reliance on the 22b outer harbour with it's own delays etc, and along with PHPA trying to better utilise the Boondarie estate where BHP briquetted iron pellet plant white elephant sits wasting space.

    :- by these port allocation noises a spanner is thrown in NQR rail plans, increasing their own bargaining position re any outcome which is all to do with the TWO rail lines going past the Turner River Hub vicinity and Gina's train set on the way. Isolating BRM if they can is the icing imho.

    :- the NQR solution would be the sweetest option for the juniors and would hurt all the existing business's the most in increased competition.

    :- Governments can have their minds changed :) lol, so apart from legalese and govt support, practicality has to be proved that another rail line is necessary. So far BHP and FMG have avoided supplying rail for less than suicidal costs to users.

    :- imv a bargaining position is being established whereby NQR does not build a rail, BHP and FMG provide rail from Turner River Hub in exchange for FMG and BHP having some extra port allocation sooner rather than more $$$$ spent. AGO under increased pressure to go get their crushed and blended rocks off with Handcock.

    :- benefits to FMG and BHP are huge, control over AGO mines expansion, revenue from rail transport, extra port capacity at juniors expense, the list goes on...

    No wonder Twiggy sounded accommodating towards any AGO discussion lately.

    AGO is between a rock and a hard place atm but not forever.

    The more collective decision making board at AGO reflects this position.
