It's all in the final sentence "he Memorandum and Order affirms the Board’s order with respect to its finding of
standing for Joint Petitioners"

In other words, the appeal is lost. It means that a formal Hearing process will commence immediately following the issuance of the Final SEIS in November 2013 and continue until late 2014.

The SML may still be issued by NRC in late 2013 (if it meets the Safety and Environmental standards) but the petitioners (now that their standing is affirmed) will have legal recourse to seeking a 'stay' on all activities under the SML until late in 2014.

That would then delay production to around mid-2015.

Perhaps now the likes of Simon and the 100 or so who thumbed him up will be more circumspect about what HQ decides to tell them. This has been demonstrated over and over again.

The latest is the reclamation bonds - still not submitted.
