I agree alke but if Lynas is the only RE producer and it's output is basically committed to TOA's and JV's, there is no real quantity of RE's to encourage other end user's to develop and utilize RE's for applications.
If there is a surplus of RE's in the market, at least initially, it will encourage development of new applications and bring the rules of free market capitalism into the mix.
Any lack of RE product will encourage stagnent growth IMO...
