Tin, govmt surplus at this level (1.5 bill by memory) is a very modest one that doesn't indicate over taxation.
It indicates to a broader international market that Australia is living within its means, not spending more than it earns.
I certainly believe the coalition had it been in Govmt would have attempted to produce a similar surplus!
