I think the decision will be made much easier after the current exploration season. Until then there is probably little point in speculating.
If the size of the resource doubles and there is plenty of exploration upside still, it will make much more sense to go owner operated for the extra capacity that provides and ease to expand capacity using a few months of cashflow with the modular plant.
There is no need for them to make a decision in the next few months which gives them time to upgrade the resource so they can make a more informed decision on the best option.
