All of those speculation guess come from the two information:

and
"There are still some issues that I have to look into and I expect to settle everything in two weeks time, "he told reporters after launching the National Bioethics Council here Tuesday. "(May 22)
so If tomorrow still not announced his judgment whether we can be understood as "The board has been ordered to comment
and respond on these issues by May 31, ", THEN "some issues that I have to look into and I expect to settle everything in two weeks time, "
This means that the final day is on Jun 14?
