Paul, you skip the part that says:
Current cost of 16.5M in diesal cost at price of $1.022 per litre. Followed by: 15.8M Fuel and Electricity cost including $1M to Enerji etc... the 700k savings goes 100% to the customer as $1M in cost for electricity generated @ $170/Mwh goes to Enerji. Making the 16% return you calculated more like 30%.
