Barge - yes they have to raise cash prior to Aug 2 as stated in their announcement, $9m, but would think they would want to pump it as hard as possible prior to that to minimise dilution. The best way would be to announce the farm-in deal, which apparently is close, based on the broker report. Which who knows how accurate it is. But the fundamentals looks ok.
