On another thread I posted on a debate I watched a couple of days ago. Some renowned economists (professors) in the US said (with a straight - almost concerned - expresion):

Bernanke could completely fix the US economic problems in one minute, if he wanted. And we are aghast he has not done it.



I think 'it' is what Parrot said. Parrot says it as a dry, humourous jab at officialdom. Officaldom says 'hey, why not, c'mon, let's do it'.
