They don't have a partner lined up.

1) They wouldn't be doing 'additional seismic work and ongoing geological studies' if they had a partner already lined up

2) After two years, they don't have any partner, I'd guess they are asking too much - especially when you have all these other companies to pick from - buy, far, pcl, apa, apc,

3) WHN has had a long history of leaking information. If a partner was on board, there would be an increase in volume and the SP - as history will show.
