Short selling and stock lending should not be permitted. The only short selling permitted should be when you own the stock and you sell it.
In order for this practice to stop I recommend that you write to your member of parliament and request a stop of the practice.
When sufficient people write in it will cause parliament to consider the issue and hopefully stop the practice.
