lynas rare earths malaysian plant may be award, page-10

There was another article saying assuming 2 months to TOL and yet another stating 4 months to TOL. However, I can't find any sources for this info i.e. didn't come from Lynas or the Malaysian government. I'm wondering if these articles are being deliberately misleading, like that one that popped up a while ago saying something like "Lynas not granted license" (without the word "yet" at the end) which smashed the SP from $1.20 to $1.
