Just an add on to Tretch's rational post, if the PSC findings are legislated quickly, bringing Malaysia's transport laws in line with International standards, the concentrate will be no longer classified as a hazardous shipment and no longer require special designation and possibly not even a permit for importation.
Irregardless it will be legal cargo and any attempt to hinder it will be on the wong (tac) side of the law.
