Mixtar, mhm needs the contract to get finance to build the plant and company ''a" probably doesn't want to do their song and dance until finance is secured and plant a sure thing, therefore that is the order in which things may play out. IMO only , so may not be entirely in either of their hands to get to the point where an exact timeframe can be announced. Of course the sooner the better ! :)
