reading the article they say....
Origonally there where 19 separate claims on Onverwacht 29KT, commonly known as Difigate by several individuals and these were later consolidated as per agreement between claimants and they called themselves the Mangabane Community.

It appears that the mine will rent the land from the trust.
however it seems that the state has paid for the property?

Not sure if we can learn anything from this...
but neighbours are able to negotiate which must be a good sign for the area,imo.
