I think you'll find the PSC recommended bringing Malaysia's transport laws in line with international standards by which the Mt Weld concentrate, and therefore the residue, are not classified as hazardous for transport.
I guess it's a matter of timing but if/when the legislation is passed it should do away with the need for an import license for hazardous goods.
In the meantime it was stated in one of the AELB briefings that the import license, and I think one other, would be issued with the TOL.
But hey, it's Delaysia, believe it when you see it.
