The plan seems sound enough. However timelines are never met, and investors are never investors....so as the current holders grow restless and impatient, the SP may continue to drop.

I use to make money in the market by identifying the next big thing and taking a large stake early. That strategy does not work any more. You can safely wait until all approvals are obtained and even the final light turns green, and that is the exact point where least amount of risk intersects the most amount of profit line.
