No where in that article does it confirm your belief that this CT is 'modest'. You are yet to prove that it is in fact modest. Until you do, do you really think anyone will take what you say as serious?. Just name one CT that is higher that $23 a tonne.
If you can't...we will assume you are just spamming the phrase 'modest carbon tax'.
