Any person who has been watching the going ons in Russia for the last 22 years has observed some very unsettling scenes and trust is not very big in that part of the world. Some believe the KGB moved sideways and became the Russian Mafia. There would be bureaus that Garry could have tapped into to get a better idea of events. I don't think he did that, I suspect he took Cities comments and looked no further. Remember there was a couple of delays and he could have said no at the first one.
