I understand your point and agree for the most part. But, I think it takes a vivid imagination to believe that the recognized hazards can be buried in road beds or made into fertilizer and strewn about the countryside. In other words, you can sell a hazardous cell phone on ebay, but there is not a proven market for phosphogyp waste material (except in the minds of NC).
I'm confident of a conditional TOL and startup, but in the end, the waste issue remains. JMHO!
