Han Long (also known as the People's Republic of China) is not interested to waste anymore time to mop up anymore shares. It cost China inc more money eventually with every day of delay that the chicken sh_t money they can save by snapping up a handful of SDL shares at 32 cents.
The reason why they even requested a month extension is to show that they are doing due diligence (LOL !) and that the chinese are not dying to approve and wrap things up qickly whereas the CDB letter can be produced instantly to speed things up.
These guys have to save face. Can you imagine the FIRB dragging it's feet for 9 months and then the NDRC hastily approves in a few days.
