However, one-up you are clearly overstating the situation. The EIS will not cost much because of the large amount of environmental studies already undertaken (check the bibliography in their submission to the Commonwealth Govt). The Commonwealth Government has already approved the project - including assessment of environmental impacts.

As for staff costs, most of the on-site workforce will not be put on the pay-roll until start-up. So where are the additional costs? Head office are on-going and exploration staff will continue as normal.

This is a minor blimp at worst. Possibly a media beat-up.
