Peter is right, the real issue here is BSI's timely delivery of the accreditation. The process took longer than was advised to SM, and he made some decisions on the basis of that advice.
I'd say that management have learnt a fair bit on the ins and out of gaining accreditation, and perhaps the best way forward in the future is to just get things advanced as soon as possible, rather than trying to time things correctly. Put the balls in other people's courts as soon as possible rather than trying to perfectly time the stroke, so to speak.
