That would be the designers choice anyway. I am a designer myself and I know how this would've gone down. The designer isn't the best which you can see from some of the design decisions ie putting backgrounds behind all the text and not making it transparent enough so it effects readability of enitre document not just one page. Ps It is still fine to read and hey this report design is an improvement on all their other ones.
