TOL will be issued before the election I have no doubt about that. NC's response in the conference call to that question seemed pretty clear cut to me and sounded as though it was said with absolute confidence. His comments were that they are preparing to feed concentrate into the kiln by late August. I read into that that he was trying to tell us all that the TOL will be issued soon without actually saying it.
