    There are several reasons the PRC CANNOT do so (as I and some have already mentioned), but here's another one.

    The Africans can withold the permit but it can't go to China. A prolonged stalemate all because the China's opportunism can't be a good outcome for them either.

    The $40M in the bank if the board decides to hunker down can last quite a long time. Can Biya wait that long ??

    Would Biya be very happy and reassured looking at all the consequences arise because of a dishonorable last minute betrayal committed on Sundance by the PRC ?
