Reasonabe question(s), however the topic has been discussed quite a lot, along with the discussion on the correction that was made on the story.
Basically tol was awarded in feb, and a storm of protests followed, however awarded is not the same as issued, so there was even more delays while experts tried to convince politicians and locals that the radiation and other safety concerns were mostl hype...
So unlike when you get your driving license, you need to rejustify the license actually being printed and handed over...
