There seems to be confusion amongst media commentary about the permitting, at least IMO. One report I was reading said the approval hold up was only in Oz to receive the radioactive wastes.
So to find a simple analogy - the light went green but there is a policeman standing at the intersection saying don't move.
Typical SE Asian smoke, mirrors and uncertainty with disregard to due process.
