Sounds like a temporary fraud to me in that they have grabbed your funds for a temporary time period for some reason... Then fobbed you off with reasons that will look pretty unsound in a court of law. We have seen a few stories and a few court cases were some firms have run out of money by a due date and grabbed clients money; sometimes only temporarily and sometimes not.
I would say that they will settle with you... before a judge sees it if they can....
