res 5 withdrawn is joy too early

Question for someone who can clarify my thinking (be nice).

With the passing of Res 4, does it now mean the company only has to wait until 28/09/2012 to place the next 15% share placement without shareholder approval?

or

When is the 12 months up?

If I am on the right path, did they have plans to do the placement sooner rather than latter, maybe as early as next week!
Shares sold down in anticipation.
