The Board "were embarrased and admonished" after the last CR vowing to never repeat the same mistakes.
Well they have made the same mistakes BUT this time they are rewarding themselves in anticipation of a disgruntled sh meeting.
An explorer/developer like PEK would know what its future estimate expenditures would be for the next 5 years, especially if planning to go into production. Doing these piddling CR's leaves the sp open to stress.
