If they can't get a decent partner then they have to go it alone, especially if they think there is/might be substantial oil there, and most other oil'ers knowing the situation!
Or perhaps they are trying to flush out a bidder and keeping all their cards concealed for the rainy day? But that doesn't somehow seem to fit with this concession.
I think the large oil companies work to a great extent 'hand in glove', I bet we don't know even half of it.
We could be looked upon as just cattle, fodder when it's needed but not to regular? :)
