Alternatively, can you suggest another occupation for these women wherein they would earn equivalent money. They've probably been at it since their late teens and with no sanctioned work experience they'd probably not have a chance in the so-called 'real world. Guess they will stop once they get no more clients, and by your description that shouldn't be too long...and then they can apply for unemployment benefits.

If it really worries you why don't you call the police?
