Absolutely agree, Universal Trader. It would be a smarter way to curb smoking and drugs to ensure that life essentials are paid for first.
Those on welfare that do manage their money well would not be disadvantaged as they would already put aside for essentials such as rent and food.
I understand that those in housing commission already have their rent deducted from their benefits before the recipients get it.
