I have been in various engineering disciplines over the last 35 years. If there was an abnormal delay in some aspect of a project someone would be screaming. Results were always quicker when both parties worked together.
Perhaps they have worked together and it is resolved, but might it be as simple as Montif said - the political element.
But the fact remains - to resolve these final engineering issues it should not take this long.
