Just thinking about this thread in general. Seems that its a classic problem reaction solution situation. Normally, governments create the "problem", then wait for the reaction ie. demands to be protected, assisted, favoured etc then supply the "solution' that they wanted to impose in the first instance. In a certain sense, the problem is us, ordinary people. We allow ourselves to be panicked, and demand that "they" do something about it. We allow ourselves to be bribed by politicians which will end up making us more dependent on them though that involves the controls we are discussing, we are way too compliant and easily intimidated by "the law" whatever the hell that means.
