In a certain sense, the problem is us, ordinary people. We allow ourselves to be panicked, and demand that "they" do something about it. ....................................... The ordinary person is just going about their ordinary business. The REAL problem is the Anarchyst, tin foilers and conspiracy nutters that are fabricating problems from thin air and generating panic alerts where there aren't any! It is those groups that are trying to influence the ordinary folk due to some fantasy agenda
