Can you imagine what would/could happen if they'd posted a small paragraph about Seychelles when negotiations are not complete yet?
1. The share price would escalate sizeably.
2. The negotiating process could be put in jeopardy if not completed. The potential farm-in partner could just walk away or lower their offer.
3. The ASX could litigate.

I realise it's all how the paragraph would be worded, but unless its not direct to the point, you wouldn't be happy & would continue to crticise.

Therefore, I can see that if there is nothing definite to report, then it is a wise move not to hint at anything as well!
