I think you are getting a bit ahead of yourself.
Last Qrtly Ann:
Construction 100% complete (although they go on to describe site construction workforce stood at 289 completing miscellaneous site works and providing support for commissioning activities) So now that miscellaneous site works has finished, CONSTRUCTION 100%.
Pre Commissioning 99% complete (77 out of 85 systems handed over for commissioning) Completion of this may or may not be included in construction completion.
Commissioning 64% complete
My understanding is that concentrate is needed for completion of commissioning. Something that will only happen when TOL is issued.
