Average apartment price in Berlin is about 200k (can't remember if that's in USD or Euros though). And that's after something of a property boom in the last year, something like 15% increase I think. I read something recently that foreign investment funds are buying up whole complexes. Certainly seems like good value (compared to here at least). Something like half of the transactions are by foreigners. Not sure how the locals feel about it.
Regarding renting, it's much more attractive in Europe than here. Tenants actually have decent rights like long leases, limits on rent increases and fewer nosy landlords poking around every 3 months etc.
