To clarify this legal mumbo-jumbo, what this means in layman's terms is the appeal is not allowing a direct challenge of the decision to grant the TOL by the AELB. Rather, it is allowing SMSL to challenge that the court threw out SMSL's right to challenge the decision of the AELB. They are two steps away from even being allowed to challenge the decision, if ever.
