you are wrong in saying everyone pays tax
public servants also dont pay tax either.
just because it says "tax" on their pay slips doesnt mean it is actually tax
because the root source of that tax paid is a "genuine" tax payer
the government could easily just say public servants dont pay tax and simply reduce their pay accordingly - it would make no difference at all
try doing that to a "genuine" tax payer and see how you go
