Hang on a sec...

He did not approve it... He used what was legally available to curtail their activities and monitor them....

Some perspective is needed here me thinks...

1. They already have a set quota.. Same as last year... And the year before that...

2. Instead of sending out 20 small boats to catch their quota they are sending out one big one (economies of scale)

3. The concern here is that catching their entire quota from one spot could decimate that spot.... Whereas 20 smaller boats spread the impact...

This level of commercial fishing is considered sustainable!
