Go to the map on the website look at the legend it will tell you that the area with the blue boundary is the area they dont want to touch because of watersupply for new york city. Had to spoonfeed you. I am beginning to agrre with some other posters your research is not very thorough even mine now surpasses yours having looked at the map!
