What people did not understand was the point I was making as follows:
1. The state determines which counties can frack
2. It is then up to the counties and towns to proceed (i.e. allow the fracking to happen, have the final say)
3. If the state those not allow our counties then the couties can not allow themselves
4. Our counties were not mentioned
