You are somewhat misleading. P and A means just that and does not necessarily mean that the well has been left in a state so that it can be re-entered at a later date. If the intention is to re-enter the well at a later date then that is usually stated and the well is capped and sealed for future re-entry. This well does not appear to be optimally located and there seems to be no reason to want to go back in at a later date.
